Waiting period before applying for Washington concealed pistol license?

Why would there be a waiting period ? We can drive over from Oregon and apply immediately and get a permit.

The instructions aren't very clear in that they appear to ask for proof of 90 days residency when they are actually asking for a driver's license OR 90 days residency.

Regardless, mission accomplished. Thanks to all.
Now for the FFL.

And it arrived in the mail today. It took 4 days from application to mailbox. In Massachusetts they had by law 40 days but regularly took 6-9 months.
