FWIW I randomly reached out to Alien Gear since they are a NW company and asked if the DOC had contacted them. The nice lady on the other end informed me that Alien Gear had been contacted by the agency. She went on to state that "We value your 2nd Amendment rights as much as we value our own, and they're not getting our records. We'd rather pay their fines than compromise that."

I'm not sure about a small private company with limited sales, but realistically, I would think it's cheaper to just pay the $500 fine than it is to pay an employee to compile all those records and complete all the paperwork required to submit them.

Even if it's not, it's certainly cheaper than the sales they would very likely lose once anyone found out they complied.
