Is that the equivalent of putting an anonymous call into the health department to get a restraunt shut down?

If what I read is accurate, the fine for non compliance is $500. Considering the cost in man hours to assemble all that data and fill out the paperwork, it's highly likely it cheaper for the businesses to simply ignore it and pay the 500 bones if they actually get fined.
