Prior to U.S. v Miller, it was implicit that the citizen had/must have the same as the military. (The standing army, as it were...) In fact that was central to the governments case...Enlighten us ALL by what specific 'checks and balances' you feel are needed.
GCA '34 turned that on it's head....I'm still not sure how that happened.
No matter, the "checks and balances" are IN the Constitution, and unlike State constitutions the world over, they are "checks and balances" on GOVERNMENT.
