I must be missing something on this one - and please mock me mercilessly if it's something obvious - but...
On the one hand, we have this statute that says the state legislature has sole responsibility for making laws regarding firearms. But on the other hand, we have the City of Portland with this statute outlawing various things to do with carrying firearms.
Did the state pass a law permitting Portland to enact a "no loaded guns in public" law, maybe? Or is there some other reason why the city seems to be able to have a law on its books that contradicts state law?
