ROAR would amend existing law to require a two-thirds vote by the Oregon Legislature and three-fourths popular vote to make any changes to the Oregon Constitution. Currently, once an initiative amendment to its constitution has been placed on the ballot by initiative petition, or once a legislative amendment has been referred to the people by a simple majority vote in the state legislature, a simple majority of favorable votes is enough to ratify it.
By effecting this change, Oregon would align with the US Constitution where a two-thirds vote in Congress and ratification by three-fourths of the states is required for a Constitutional Amendment.
This gives less populated areas an even voice, and is intended to protect ALL sections the Oregon Bill of Rights. You know, things like Freedom of Worship; Freedom of speech and press; Unreasonable Search and Seizures; etc...
"Ensuring Oregon (our) freedoms for generations!"
