How does it work if I am not a citizen? I have a permanent resident card (green card) and I am allowed to buy guns but am I allowed to get a CWP? Am I allowed to carry? Can someone clear this up for me because if I can I would like to apply

Take your green card to the Sheriff's office and apply. It's that easy.

If your Sheriff isn't gun friendly it may take a while but I think they have to have a valid reason to deny (aka Shall Issue)

CPL (Concealed Pistol License), covers only a concealed pistol, nothing else.
