I recall a thread somewhere about proposed legislation in WA that would exempt CPL holders from background checks during a purchase. I have been searching for a while and can't seem to locate the thread or the bill number. Can anyone lend a hand?
 
I think you are referring to the Koster amendment to SB5552, Firearms Sales and Transfers. As I recall the amendment was blocked by the Democrats in committee.
 
No, that only applies to exempt CPL holders in the context of a private sale. I could swear there was also a bill or amendment introduced that would exempt CPL holders from all sales.
