There are two places I go in Bellingham, because I don't want to pay for a range.
For a smaller area that's fine for pistols but doesnt have a ton of space for rifles, You can just go HP academy on Northshore, and its just a small walk up under he power lines to a bank where people shoot. I've heard its private property, but nothing is marked and its covered on shells, so I never worry about it. Just don't shoot directly under the power lines, as that can get a pretty big fine.
As far as rifle shooting, there is a great quarry out Mt Baker Highway that's got plenty of space. I'm on my phone and don't want to wrestle with Google maps, but here's the gist of it. Go down Mt Baker Hwy until Mosquito Lake Dr, then take a right. Go just down past the firestation and turn left on North fork. Just follow that until it turns into gravel, then keep on following it until you get to the quarry on your left.
