They look kind of like those urban explorer folks. The ones on youtube that go into abandoned buildings, sewers and whatnot.

If they are homeless.. Im surprised they arent in the woods instead cut down some small trees, make a quality shelter in under a day or two.. the sewer is just asking to get sick. Then again, they get free care and have immune systems like Abrams tanks.

There is a very simple fix for this - locks on the covers.
I doubt many CHUDS will carry (or have) bolt cutters to gain entry. Plus locks would prevent random exit from underneath unless the lock was removed.
I think this would slow them down dramatically.
