10 times higher!

Now they are paying - by creating relationships and then cash - for those most likely to be involved in murders to not be.
 
Make the punishment for crimes an eye for an eye.
If you steal then the victim gets something of worth from you.
If you mug or attack people you get your Azz beat, bad!!!
If you kill someone you will be killed!!!!

Problems solved, no 20+ years on death row!!!!! BANG!!!
