OK. While poking around for info on primer pockets and flash holes I ran into this Master's thesis (done for Fiocci) back in 2015.

One would think, it was already known the variations found in primer flash hole diameters make a difference. Bench rest shooters use this kind of stuff to improve there accuracy, we hope. Not made to correct off set flash holes, but this tool is used in reloading to remove the excess brass drilled or pushed through the flash hole and to make uniform the dimension of the flash hole.
