Wow, wouldn't that be nice if we could have that here. But you're right, big fat chance in hell of that ever happening in this state. And as much as I hate having to have a CHL, if I have to have it, I shouldn't have to pass a BGC every time I buy or transfer a gun. In reality, Oregon uses the mandatory BGC requirement as a tax on gun owners - and they won't give up that revenue, ever.
