This situation was not initially out of control

Probably the most important aspect of the situation. There is a natural 'order' to the lifestyle of the people who live in inner city areas, and anywhere for that matter, that needs to be left in place and not disturbed. A character in a recent movie I saw had the right idea. The loud mouthed, obnoxious merc on the boat in the movie "Rambo" made reference to what happens when you "Go digging around in someone else's trash"
