You would of had to followed the news events years ago pertaining to the rape of the young teenage girl. The Anonymous group were the ones to keep the issue in the news headlines. Those from (living there or were from) the area were and are still aware of how the Big Red sports program were involved. Maybe involved with promoting this type of activity for years.

The "Rust Belt" isn't what it used to be. Down town Steubenville decades ago was a nice place to shop. The entire tri-state region has been on the decline since the late 70's. Drugs have replace the steel manufacturing industry.
