Wheel guns, the cylinder (chamber) is not measured, so it would be forcing cone to muzzle. Any other firearm the breech (rear end of barrel) to muzzle (front of barrel) is barrel length.
There is an oddity which I stumbled across in which the 1.875 inch LCR 9mm seems to benefit in FPS over the 2.7 inch Kimber Solo and the 3 inch Kahr PM9. Here is the article:
An odd thing.. the .357 mag came to be in 1935 and only was available in revolvers for quite a darn while.
The thing is, the published ballistics for decades for that cartridge came out of a quite long unvented barrel.. I forget.. 9-12"? when in reality they should have probably used a 6" vented all along to split the difference between the 8 3/8 and 4". The 4" was the most common carried length for lawmen for many years.
