Pretty sure it's a good thing.
Allows youth from ages 9 to 16 to be mentored in hunting. Mentor, meaning tought by somebody other than pupil's parent, by means of charge or volunteer service.
Opens up more participation of interested youth to be able to engage in learning the skill.
At least I believe that to be the intention.
