Summary;
do not buy steel armor.

Plenty of ceramic plates for the price points and protection levels.

Some Level 4 NIJ certified plates have been tested against more ammo types than the required .30-06 162gr AP2 steel core at 2,880fps; including the 7.62x54R B32 API, 7.62x51 AP, 5.56 variants, and so on.

For weight, Level 3/3+ but some are also nearly Level 4 rated.

For affordability and maximum amount of protection, NIJ Level 4 standalones (front and rear).

For specialized threats and concealability, Special Threats exist.

It is interesting to note that the company do not recommend Hesco armor because in the past, Hesco have failed NIJ test audits which resulted in suspending of the certifications of the models that failed.

RMA, Hoplite/LTC, and HighCom are the recommended brands here.
