Whether the deployment of USA arsenal in Germany is legal to a treaty or not. The fact our Commander in Chief is appear to the world about as yellow as they come, really hurt any threats or coercion that is used by the USA. The USA is a very deadly threat to Russia or any country that thinks we are weak. The problem is why we are not weak having a leader who promote weakness in leadership could tip the first strike from Russia or China not because we are not a threat, but because no one thinks we will back up threats which gives the illusion we are weak, and even though we are not it wont matter if there is a launch aimed here, it wont matter how at that point we retaliate. We would be thrust into a world war the likes and destruction that has not been seen, and is why having a passive leader is both dangerous and careless.

One of the aspects of having a messianic narcissistic sociopath in power is that in order to maintain power they must surround themselves with those they can control either by feeding their personal lusts or through coercion. Since loyalty through weakness is the #1 requirement the quality of persons to fill the slots of an administration is very limited.
