Naw, if there was a chance this purchase Transfer might not go through or be successful before the ban took effect then the store shouldn't had let it proceed.

Then to just have the customer out $120 because of a gamble the shop shouldn't had placed a bet on is bad business imo.
There is "always" the chance a transfer won't go through. I don't see why taxes would be collected before transfer was done either or why anyone would pay early either. This one is a mess at best for sure...

Yeh it should sit for 10 days, but if you watch the debate they said people in wait period would get the guns if went into the ban

That was said on the floor, but didn't make it into the law. Courts don't look at legislative history as a basis to invalidate the plain text of a statute. Unfair, yes.
