Picture an ATF agent taking an application form off the top of a huge stack sitting on his desk, working on it, then repeat this scenario over and over.
There is no "faster way" that I can envision, just a person slogging through an endless pile of papers.

Well, unless you live in a small county, you can also imagine your sheriff slogging through a stack of papers like that as well. When I was having my for 4 papers signed off I was told that the sheriff had a huge stack to go though, mostly from CCL applications.
