PHFFffffff .... YES, it has to start at a 'minimum', in the Billions-$$ to get done in a timely manner . There's a lot of work to be done when limited to a tight timeline of 4 year election cycles .
How else do you expect the public employees, Congress and Senate ? To buy influence, launder, and wash to flush back into their personal controlled foundations and tax shelters, all the Trillions-$$$ of newfound graveytrain COVID relief money magically printed up .

The new governor of New York said as much. Blamed other surrounding states for NYC "illegal" guns and crime. Reason number 5000 to never set foot in that state ever again.

It is because he is from NY and is trying to funnel US tax dollars into his broke state. Pelosi is trying to do the same for CA. Many of the high earners who paid high taxes have fled those states. He has to get $ from somewhere to keep NY from dying. Kinda like Portland is dying but for different reasons. The woke government policies resulted in tourists and conventions moving to other states that are more safe and sane.
