Otherwise it just runs off into the rivers which drain off into the ocean.
 
Pulling more water from aquifers that the recharge rate is not "climate change." It has been happening for a long time. The big reason for this is that regulation hasn't kept pace with pumping, and human use in dry areas has increased dramatically.
