California Sheriffs respond to VP Biden advising him that the active shooter tragedies are likely related to untreated mental illness, and not because of the availability of guns, per sé. Consequently, they intend to focus on fixing the mentally ill, keeping an eye on them, or otherwise taking away their rights... and they don't intend to screw with the 2A for law abiding citizens. They seem to fault the NICS firearm purchase records checks for not reporting, accurately, who is mentally ill.
