I'm interested in buying a rifle from a WA state resident, and I'm in WA. We're just too far from each other to make a face-to-face transaction practical. Can he ship to me? I'd be fine with sending a copy of my CPL to prove I'm legal to receive a firearm.

ATF Online - Firearms - Frequently Asked Questions - Unlicensed Persons

In this context, licensed means a FFL holder.

I am neither a lawyer nor an ATF agent, and will not therefore offer legal opinions or advice. Why would you take any sort of legal advice from a "random internet guy"?

The relevant statutes are cited, you should be able to make your own determination.
