Go down to the ports where they unload ships carrying cars. You will see hundreds of those cars. When they leave, they will be full of new cars, tied down to shackles.
I was told about the rail cars about 25 years ago by a survivalist gun shop owner in Portland. Those shackles must have been worn by now and need replacing.
