No, they did initially try that but got called out. It's just the pieces of aluminum and plastic that can be machined into something that meets the ATF definition of a frame or receiver that they're intending to control. At least for the time being. Next session will be even worse if conservatives don't vote because of mean tweets.
They know that the lay person is going to not understand what they mean and assume that they mean all parts as that's the way it reads.
 
The rule was issued by the ATF in April, but two Trump-appointed judges just upheld the rule for the ATF in two separate cases to stop the law from going into effect.

It's in effect now.

New 80% receivers now require a serial number and an FFL/NICS to purchase, just like a standard receiver.

Think certain States are gonna try to pass a requirement to serialize every firearm component and require BG checks/transfers for parts kits... if Congress can't.

Edit. Barrels, bolt groups, slides, fire control groups, things of that nature. Including spare parts and replacement barrels
They would certainly like to try, but I think/believe that the anti-gun movement knows they need to play the long game and take small steps, one at a time.

Each of the west coast states has tried that already, but was shot down before it could be voted on as it couldn't make it past committee. I think m114 had it as well but they had to scrap it, that or HB2005 did, forget which. These aren't the only states that have tried to do it, I think new york and few others tried as well. I believe there was a congressional bill as well but it didn't make it to a vote as the courts had ruled on a case saying they couldn't do it.

I believe the exemption provided up until Sept 1st only applies to possession as described in section 4(1)(b) There does not appear to be a Sept 1st exemption for subsection (1)(a).

"SECTION 4. (1)(a) A person may not knowingly offer for sale, sell or transfer a firearm
unless the firearm has been imprinted with a serial number by a federally licensed firearm
manufacturer, importer or dealer, or a gunsmith with a federal firearms license, in accord-
ance with federal law.
(b) A person may not knowingly possess a firearm unless the firearm has been imprinted
with a serial number by a federally licensed firearm manufacturer, importer or dealer, or a
gunsmith with a federal firearms license, in accordance with federal law."

(d) A violation of subsection (1)(b) of this section occurring before September 1, 2024,
does not constitute an offense.
The answer was that selling was not exempted through Sept 1st. This answered my question:

The good news for those who decide to comply is that, you can get the serialization done after September 1st, 2024 to come into compliance. So if you decide to hold off until the trial plays through and we lose, you can always get the serialization done later.
The best thing Slick Willie ever gave us was the Don't Ask, Don't Tell policy. We have options.

A yet, you could still buy and sell them for the last year with no issues. Still not sure how they plan to enforce this, short of Game Warden and someone getting arrested, how are they going to know who has one?

Gotta love their half truths. Until today at midnight, throughout the history of the US, there has never been any law or requirement that an OR residents PMF intended for personal use be serialized. For that matter... for the first 179 years since the US was formed... there was never any requirement for any other firearm to have a serial number either.

But the little people don't need to know that, hu. :D

I won't post it here, but for gits and shiggles, search YT for, "ask your doctor if independence is right for you". It's mainly for TDS, but I bet it would be effective against anti-2A rhetoric as well.🤣

That's the bizarre part about the Republican leadership allowing HB2005 to go through. Senate minority leader Knoop said that it was in the federal regulations, at least the part about 80% ers, and that it didn't matter because it was federal law. This is exactly what happens when you compromise and just get along to go along. Crap comes back to slap you in the face and knock your constituents into the mud.

IMHO, he'll never hold public office again but that's what happens in a leadership position. If you can't handle the stress and decisions of the position, and screw up, everyone else suffers, and you're out on your behind.
