I ordered a couple of Polymer80 frames. One for myself and one for a friend and now I wonder if it's legal for him to have it since I am the purchaser? It's NIB and unmolested.
It's just a piece of plastic until the finish machining is done to it.
Once the finish work is done, it's now a firearm and in order to transfer it to someone else, it needs to be serialized. After that, local transfer laws apply.
As mentioned right now is it legal to hand him a chunk of plastic and steel? All an 80% is, is a chunk of plastic and steel. What others do with it later? That changes things. You could gift him a milling machine and some scrap steel. If he makes a gun its not like you gave him a gun.
