Amendment IV
The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
"If you do not have a warrant or probable cause to detain me this is a violation of my fourth amendment rights, and I will not comply." Is all you need to say. If they protest ask for a warrant and state you would like to speak to your lawyer. Many of us are within 50miles of the coast line, don't let this happen here.
