Gun show, EBay, CMP forums or gun broker for used. There is a lot of commercial bases and rings pulled to make sporters into sniper reproductions.

Is it already drilled and tapped? You will need to determine screw spacing to fit the correct base. If the receiver has not been drilled and tapped and in original finish it would be more valuable to collectors than a complete sporter rifle with scope and bases.
