22 lr rifle build kit

Heard about this new 22LR single shot rifle kit that is starting to take orders for parts. I dont think I'll have time to do this one but it might interest others.

It is based on the designs from Mr Single Shot's book which is out of print. But copies can be downloaded here. There are 2 designs in that book. this is based on the second one starting in part 4 of the downloads

Interesting, so what's the deal with this, how is it not a 'firearm' in parts? I see you can't chose a trigger or stock, does it not come with those?
