Hello Everyone. It has been some time for me with any new posts on NWFA so bare with me. My form 4 was just approved. Right before I started filling out my form 4473 with C.A., they posted a footnote comment mentioning Oregon was seeing longer times due to "panic buying" and said times for shipping out or CLEO hold may be longer due to judicial house bills. Is this about Measure 114? Has anyone here in Oregon recently experienced any of these extended form 4473 waits? Thanks. ~ J.
 
There's no "wait" for an NFA 4473, because there is no state BGC.

The BGC has all ready been done with your approval.

This 4473 is simply a paper trail transfer: FFL to you.

Regardless, we do have the giant thread regarding BGC wait times…
 
I wish it were as simple as you have stated but it is not with the CLEO hold and some new rules which Salem has introduced the last few months. BTW, I thought I was asking this question in the NFA sub forums. I apologize, my mistake.

I'm not aware of any rules, regulations or laws regarding such.

Simply CLEO notification.

It's specific to Capital Armory and some other online to door shoppers. I don't know what it is exactly but I assume it's a legal requirement for the Oregon FFL middle man to make sure they have their legal bases covered (my WAG, I don't know). I just ignore it and plan on 23-24 days from order to arriving on doorstep. A small delay to that making it a few days longer I wouldn't worry about.

Local FFL says "you need to inform CLEO" at pickup and that meets the requirement for the FFL I guess. But Because capital armory are doing it through the mail perhaps they actually mail it and have to wait 8-10? days which is adequate time for the mailing to reach CLEO. Again all just guesswork on my end and I could be totally wrong.

Yeah, the old rules required that the CLEO in your area had to sign off on NFA items before it could proceed. For YEARS no one in Gresham could get an SBR/SBS/MG because the (then) Gresham COP Carla Polusa wouldn't sign off on them. The rules have been changed to CLEO notification only.

Local jurisdictions below state legislative law (in Oregon anyway) have ZERO say in NFA matters.

The 4473 covers the FFL transfer to you.... you may have a delay until the OSP puts down their donuts and actually processes the GD back-log of UBC's!
