    CZ712 - can only lock when cocked?

    Anyone here have a CZ712 (or Huglu) semi auto? Recently picked it up, used, with no history. I noticed that the gun cannot be loaded unless it is cocked. the loading gate/lifter wont move out of the way unless cocked. Anyone else experience this?
