I had thought that, too, but I am not in an argument over it. I still say merganser, but my S/O claims that they are not.

Looks like common merganser cuz has sharp edge between rusty color on head and whitish color below. Seems like I mostly see hooded mergansers around Portland area and less of these other two. From Peterson bird book:
