It is used for reloading. It screws onto a Hornady Overall Length Gage and is used to find where the bullet engages the lands of your rifle. Have to have a comparator in order to get an accurate measurement, but for a general measurement you can measure off the tip of the bullet with your calipers.

You can find the same measurement without the tool, but that is a useful tool to have.

Fine tuning accuracy can be done with bullet seating depth. Shooting a bullet at the lands or .020 off the lands or even more can yield the best accuracy. Some people even seat the bullets into the lands, but you have to be careful with pressure if you start to do that.
 
Aye, lets you slip the xyz bullet in so you can measure maximum bullet length in your gun.
