Lee loader partial set. The red tool is a hand priming tool but not part of the kit as well as the primer pocket cleaning tools. missing the powder scoop and a couple other items.

I believe it's a Lee Loader w Priming tool. Now I see deadeye already nailed it.

A Lee Loader would be a good piece of survival kit.
