Legally as long as you have a valid CHL, yes. It is a public building. PSU has an internal policy saying that those with a CHL can't carry. But how will they know? Concealed stays concealed.

PSU's internal policy would apply only to those who have a relationship with the university, such as students, employees, vendors, or contractors. If you have no such relationship with them their policies don't matter.
