There ARE some designs where the upper IS the SBR registered part. FN/FAL's and the Thompson come to mind, but there are others.

Just to be sure, we are talking about registering an AR15 as an SBR, not an AR15 that is a "Braced Pistol".

The BATFE considers the lower receiver of the AR15 design as the part that is registered as an SBR. Once so registered (approved), ANY barrel length upper may be used on THAT registered lower.

But, as stated above (post#20), if you place an upper assembly with a barrel of less than 16 inches on an unregistered lower, you have made an illegal NFA regulated firearm.

Bottom line- The lower receiver of the AR15 design is what gets registered as an SBR.
