If he kept one in the chamber he wouldn't have needed to pull it to rack it. He could have left it in the holster until needed.
I suppose he could have maybe pulled, racked, re-holstered...then drew it again, flicked safety off (if it had one). That's, of course, if/when the situation progressed to the point he felt he was super-duper, extra-officially, without-a-doubt being life-threatened (like getting maced again or hit with a bat/fist/brick).
