Yeah, chances are it's a hydrodip. You could probably sand it off. If it were mine, I would probably try to trade it off before I stripped. Someone probably wants it and would trade a plain stock.
You can cerakote it too. Cleaning it off is the trick. Sandblast is easiest. Like 30 psi will work great. If no cerakote or duracoat, krylon for plastic works well too
Scuff it with a green scrubby pad. Blow it off with compress air. Wipe it down wit acetone. Grab what ever spray paint you have/want to use. Use a couple light coats. Make sure every coat drys.
It will chip and ware with time. But it's cheap and easy
