Then what was with all of the signs saying that they do WA transfers on site? Not that I'm disagreeing or anything, its just something I noticed at the show.

Maybe they just take the gun into their possession (the FFL dealer) at the show, and then transfer it when they get back to their shop in WA.

Some rules get broken. They can do it till ATF finds out, then they will get a "yellow slip"
That means they cannot do it again or they will lose their license.

Some FFLs honestly don't know that (I did it myself) till I got the "Yellow slip"

I have an OR FFL also to allow me to work both states.

They could be taking it back to WA for transfer, but I don't doubt that it happens.

If you bring it up to a WA dealer that they aren't supposed to do it, they may even argue that it's OK. Like I said, they just don't know.

That's why ATF gives them a "Gimme"
