Actually, I just say tax people for having them. They use more resources anyway...and maybe some people would be less inclined to have huge broods they cannot afford to raise if they did not get tax breaks and extra benefits.

In my county you have to have your dogs licensed or face a fine if they get out and the dog catcher gets them or if animal control sees your dog in a public place with out a license tag. It's not all that much money and if your dog is found your are notified quickly. Also part of the money goes to the shelters.
