So I purchased a polymer 80 and called multiple gun stores and all them say I can legally buy it but the second I put it together it's illegal for me, so I'm not Sure who I can talk to who really knows there laws to get the go ahead for lane county just in case I know I can open carry but if a cop were to spot me since I look young I'd like be able to say I've called a legal person and they have gave me the go ahead I don't know who to call tho
 
As ALWAYS happens when people start asking for legal advice on the net they get different idea's. From the previous thread some posted a link the OR law. The one I read said someone under 21 could posses a firearm as long as it was not a hand gun. So sure sounds like somewhere along the line OR has changed the law so you have to be 21 to posses but, I did not see it any clearer than that. Sure "sounded" like the law was saying 21. In any case anyone you call or ask can say anything. All that will matter is if you end up in front of a black robe. They will not care who told you what.
 
Unfortunately you'll learn that gun stores are not places for legal advice, probably not a place for any advice. But neither are online forums :D That being being said, look up the Oregon Revised Statues, probably nothing stating you cannot build/assemble a firearm, nothing federal that I have seen either. Being 18 in Oregon you can own a pistol, just not buy one from an FFL. So I assume the same for building.

Because I don't think I can get a concealed carry permit at 18 but I can open carry
until your 21 thats true, but are you prepared to handle the potential fallout from open carrying? Also note its not legal to open carry without a concealed permit in some places in Oregon....

OP read this law @Koda linked to. It is perfectly legal for you to possess a handgun in Oregon if you are at least 18 years of age.

As far as open carry goes be careful that there is no mistake that you are open carrying. Laws are changing all the time, keep up to date on local laws too. You won't be able to open carry a loaded firearm in, Portland for example.

I would hold off starting the poly80 frame until you have the other parts, in case you change your mind. Trying to sell the poly80 frame after you started cutting or drilling it might prove difficult.

to add to that the second you start the first hole it becomes a legal firearm requiring an FFL to sell...
 
Just wait my man. No sense in getting on a sh*t list right at 18. Yes, the law should be on your side, but in this era.. its not without a good legal battle in some cases.
The world isnt ending, you're only 3 years away.. CHLs and pistols will still be around in 3 years. Depending on how young you look or present yourself.. even if the law is on your side (technically) you are just asking for more attention than what you truly want to have.

I do support open carry, Im a libertarian.. but a 18yo using an 80% work around? Its just asking for trouble. And I dont mean that in a fudd way.. I can see where you're coming from.. but we're in a different era and this 80% thing you're getting at is simply going to act as a nail in the coffin if more choose to do the same.. In fact, it wont bring nearly any positive means with it should you get a lot of attention over this. Not sure if you plan on open carrying your pistol or what.. but I foresee a negative outcome here. If you were to attend a rally or OC in the woods.. no problem! But baby faced 18yo open carrying a pistol he made.. as a libertarian I celebrate that.. as a gun owner knowing this is a truly rough time politically for the 2A comminity.. I dont see positive outcomes here.

yup, I think its commendable the OP is asking about the laws etc. but hes really opening himself up to a whole legal and practical can-o-worms, even more so now that SB554 has passed... a young man open carrying a DIY gun is going to draw a lot of attention.
