Ten year old service rifles and an armorer who didn't get the factory training? I think it's typical popo gun wear and tear.
I bought a mini14 that was a LE rifle and I couldn't believe how filthy... I mean years worth, of dirt and powder residue that was caked in the poor thing. I stripped it, soaked it and scrubbed on it for days before I loaded it up and fired it. Now it's a reliable and fun machine. Mini14 is a lot more forgiving of neglect than an AR is.
