With no surprises, the Oregon Senate today passed SB 941, the universal gun owner registration bill.

Republicans made numerous motions to act on bills that would actually have a positive effect on the lives of Oregonians.

These included bills that would provide funds for improving mental health treatment, protecting the victims of sex trafficking. and aiding law enforcement in counties crushed by regulations that prevent them from generating revenue from natural resources. Every Senate Democrats voted against every single motion.

Senator Diane Rosenbaum used a procedural move to shut the Republicans down and force immediate consideration of the bill.

In the course of the floor debate it became clear that the chief sponsor of the bill, Floyd Prozanski, either had no idea what was in his bill or was willing to openly lie about it. He answered numerous questions with answers that were patently false.

The usual false statistics were trotted out by the anti-gunners. The truth about what this bill will do was hidden. The complications and contradictions contained in the bill were lied about.

Senator Elisabeth Hayward, who has admitted to an inability to function without psychiatric medication, made a bizarre rambling speech about mental health and openly lied about current law saying that now, people who conduct background checks have no protection from liability if they transfer a gun. Of course, this is false.

While Democrat Betsy Johnson voted "no" on the final bill, she did vote with the rest of the Democrats on two procedural motions to move the bill forward.

When asked what would happen if a person wanted to store his guns in a friend's safe (since this would be illegal under the bill) Prozanski said that maybe the local DA would just "choose not to prosecute."

This bill now allows you to transfer a firearm to the spouse or gay lover of a family member if you KNOW the family member is a felon, but not to a heterosexual girlfriend or boyfriend you live with.

Although Prozanski lied about it on the floor, the bill completely outlaws transfers of handguns to persons 18-21 years of age if they are not a relative. Of course, there's plenty more that makes this bill a nightmare.

The fight now moves to the House. And it will move very fast. Expect it to be assigned to the House Rules Committee instead of the Judiciary Committee where it would face opposition. And keep fighting. This is not over by a long shot.

The Senate debate proved that supporters of SB 941 did not read it or were willing to lie about it.

Senator Prozanski said you would be able to loan a firearm to someone to go hunting, but that's not true unless you were with them at the time they were hunting.

He said the bill would not prevent a transfer to a person who was 18 to 21. That is also false.

This bill is riddled with contradictions and unenforceable provisions.

Over 20 counties have expressed their opposition to this terrible invasion of privacy. Sheriffs have said they oppose it and will not enforce it.

I strongly urge you to say NO to SB 941!

Is it possible for the house to amend SB 941 or is it just yes or no for them? I'll be sending a personalized letter and thinking of suggesting modifications to the Bill as I know my Rep is all for UBCs.

Is it possible for the house to amend SB 941 or is it just yes or no for them? I'll be sending a personalized letter and thinking of suggesting modifications to the Bill as I know my Rep is all for UBCs.
If my understanding is correct the answer is yes. SB941 is now in House committee and amendments may be made and then passed to the floor. Should the House make significant changes the bill would go to a joint committee for final hammering. At least that is how Schoolhouse Rock and my high school civics classes explained it. If you have suggestions, pass them on to your reps.

Today was a bad day for Oregon, and law abiding Oregon Residents.
The Emergency clause complicates things if SB 941 is enacted.
That clause creates a fast track for it too - so we need to stop it in the House.
That IS possible. The public furor over deceptive tactics and outright lies is growing.

Folks:

SB 941 relating to universal background checks passed from the Oregon Senate to the Oregon House of representatives with No Republican votes. Senator Betsy Johnson (D) voted No with the Republicans. The A11 amendment on OLIS was proposed as an alternative. No Republican suggestions were incorporated into the final bill.

Oddly, the majority Democrats voted to move away from the present Oregon State Police policy of reporting 100% of the failed background checks to law enforcement to a system of permissive reporting. From a law enforcement point of view this is very odd. For the record, it was Republican pressure last year that resulted in enforcing existing laws on illegal purchase attempts of firearms by prohibited buyers.

Can someone please post a link to the transcript of the Senate discussion prior to the vote?
If anybody had a chance to watch it, there were some stunning moments of oratorical hyperbole in support - along with magnificently crafted arguments in opposition.
To witness the emotional outbursts of certain Senators in support was embarrassing.
They need to be kept away from dangerous machinery, such as the functioning of Government by the People, FOR the people.
Exaggerated statistical comparison theatrics was a favorite tactic, but when confronted with genuine facts, these rehearsed performances shriveled without coherent rebuttal.

There is power in words, and this debacle would not be upon us without persuasive language.
The opposition spoke the truth eloquently with conviction.
A link to the transcript would give us all valuable information about what really happened today, and what we can do NOW.
BTW: the discussion ran from 10:30 AM until 1PM; when the vote was taken.
It was all over by 1:04 PM
