Very good article. It gets into the details of how all handguns (anything with a grip) are banned about 1/2 way through the article.

That is NOT what it says. It would not limit ALL handguns since not all handguns are semi auto.

What it would ban, IF passed, is ALL semi-auto firearms.

After only about 5 minutes of reading the bill it clearly differentiates between assault weapon and semi automatic pistol. It even explicitly points out when a semi-auto pistol becomes an assault weapon. These reasons include adding a "second pistol grip," having a threaded barrel, adding a barrel shroud, or having the capacity to accept a detachable magazine from someplace other than the pistol grip. Other than the reasons listed a semi-automatic pistol is NOT considered an assault weapon under this proposed law and therefore NOT banned.

Given how easy this was to figure out, I would be very skeptical of every trusting the author of the article in question again.
