I don't know what she's referencing specifically, but she is describing the tactic used to gain the FISA warrant to spy on the Trump campaign:

Make up "facts".
Leak those "facts" to press.
Use press reports as corroborating evidence for bogus warrant.

Then there's the scam that goes like this:
I tell you it's raining outside.
You go tell some other person it's raining, but they want proof.
You call me in to back up "your" story about the rain.
Seeee... ? Proof!
Now replace me and you w James Comey and Andrew McCabe, the other guy with a FISA court judge, and rain w Russian collusion... ta-DAAaaah.
