BUT, But, but......
Of course......it takes some time to turn a large ship around. And, mind you that......I believe that there are many factors to the problem of CRIME and CRIMINALS. It's not all/always "a social problem." Yeah........CRIMINALS are LAZY. Rrrrrright...... Why work? When they can target and take (rob and steal) whatever from YOU. Not to mention that in many places the Govt is more or less allowing that sort of behavior(s) to florish.
