What if they "felon" hard times, then what?

If their rights are restored, they're not a felon anymore.
My understanding is Kind of, Im not a lawyer and I won't pretend to be but my close friend was able to get his firearm rights restored here in Oregon. He was able to get his ccw again. He's able to buy and own and possess firearms. But only here in Oregon .He's not able to buy or own nfa items or buy or possess firearms outside of Oregon because he still has a felony on his record.
 
So, I took an online Concealed carry course., Oregon County Sheriffs Association course., Then filled out my county concaled carry permit. Apparently I have to wait for a scheduled interview, almost 5 months from now? Is this normal?
 
My thought for geting a CCL was , in case of having any firearms in car, upon getting pulled over for anything, I would like to have legal certification, showing I am completely legal. Just in case. Or if shooting in the forest, can show any curious law enforcement, I jumped through all the hoops.
Not that I dislike law enforcement, but they have always made me nervous.

LE never made nor makes me nervous. All interactions have been polite & professional.

Been a long long while since getting pulled over, & when I was, I knew I was in the wrong. Mostly only received warnings (see polite & professional works both ways!).

The 2 OSP troopers who responded to my head on collision a few weeks before Christmas were super! A young lady decided to turn into my pickup, head on…no injuries. Totaled her car, dented my bumper…

Regardless, good on ya for getting your CHL. Now consider carrying everyday. If you want. Not out of fear. Out of responsibility…
