I am wanting to load some lead loads for my '03 in order to plink without the shoulder damage. I have a RCBS cast bullet manual which calls for 12-14 grains of 700X with a 115 grain SP bullet and 11-13 grains of 700X with a 180 FN bullet. I have an abundant supply of IMR HI-SKOR 700X powder. Can someone confirm that this is the proper powder and what might be your experience with 700X and the cast bullets in the '03. Thank you.
 
With Lyman #311359 113 grain bullet 10.0 grains of 700x
Lyman #311465 122 grain bullet 10.0 grains of 700x
Lyman #311041 170 grain bullet 9.5 grains of 700x
Lyman #311334 187 grain bullet 9.5 grains of 700x.
( all are suggested starting loads )

These loadings are from the One Book / One Caliber series.
The Complete Reloading Manual for the .30-06 Springfield.

Now that the coffee has kicked in I see that you are after RCBS information.
With the 30-115 SP bullet 116 grain 14.0 and 12.0 grains of 700x is listed.
The load for the 30-180 187 grain bullet is 13.0 and 11.0 grains of 700x.
